The White House found itself at the centre of another public relations disaster yesterday after a Pentagon official was seen coaching a group of handpicked US troops before a live teleconference with President George Bush. Despite sliding poll ratings for his policies in Iraq and criticism that the Bush administration has no clear end in sight for bringing US troops home, Bush reiterated his stance against setting a timetable for US troop withdrawal and vowed to stay in Iraq until "total victory" is achieved. This is an important time," Allison Barber, deputy assistant defense secretary, said, coaching the soldiers before Bush arrived. "The president is looking forward to having just a conversation with you." Barber said the president was interested in three topics: the overall security situation in Iraq, security preparations for the weekend vote and efforts to train Iraqi troops. "OK, so let's just walk through this," Barber said. "Captain Kennedy, you answer the first question and you hand the mike to whom?" And so it went. "If the question comes up about partnering — how often do we train with the Iraqi military — who does he go to?" Barber asked. "That's going to go to Captain Pratt," one of the soldiers said. "And then if we're going to talk a little bit about the folks in Tikrit — the hometown — and how they're handling the political process, who are we going to give that to?" she asked. The president then engaged in the staged question and answer session with 10 soldiers, who he saw on a large video screen set up in a room of the Eisenhower Executive Office Building, next to the White House. Tularemia bacteria can live in soil and may simply have been released by thousands of people kicking up dirt, the Washington Post reported. But the bacteria can also cause a dangerous infection and is listed as a possible biohazard. Von Roebuck, a spokesman for the Centers for Disease Control and Prevention, said the disease has not been reported in humans in the Washington area or among any of the thousands who came to the city on Sept. 24 for the demonstration.

Sept. 24 Test Results Indicate Tularemia Bacteria The Centers for Disease Control and Prevention (CDC) notified the states of Maryland and Virginia and the District of Columbia today that an airborne form of Tularemia bacterium was detected by air sensors in the vicinity of the National Capital Mall during the weekend of Sept. 24 - 25. Since then, additional tests from these collectors have all been negative. Subsequent laboratory tests performed on the Sept. 24-25 samples have supported the presence of low levels of the bacterium in the environment. Public health officials do not believe the finding of low levels of the bacterium near the National Mall indicate a public health threat. Tularemia, which occurs naturally, is easily treated with common antibiotics. It cannot be transmitted from person to person. Tularemia is found naturally in the environment, and health officials are doing additional environmental sampling as well as reviewing other possible causes of the positive reading. State health departments have alerted local health departments, acute care treatment facilities, health care providers and veterinarians to be on the alert for signs of respiratory infections related to Tularemia. Also as a precaution, CDC and public health officials are alerting the medical community to be on the lookout for possible cases of Tularemia. To date, no cases of Tularemia have been discovered or reported. As a precautionary measure, CDC and public health officials are recommending that anyone who visited areas around the National Mall between 10 a.m. Saturday, Sept. 24 and 10 a.m. Sunday, Sept. 25 should see a health care provider if they experience symptoms related to Tularemia, which include: Sudden fever Chills Headaches Muscle aches Joint pain Dry cough Conjunctivitis Pneumonia People who do not have symptoms of Tularemia do not need to seek out medical attention. A Texas grand jury yesterday indicted the Republican majority leader of the House, Rep. Thomas DeLay, of Texas, and two of his political associates on one count each of conspiracy to commit campaign finance fraud. Mr. DeLay, who had been under investigation for a year, declared his innocence at a press conference with reporters and described the indictment as a witch hunt orchestrated by his political enemies on the left. "As for the charges, I have the facts, the laws, and the truth on my side," a defiant Mr. DeLay said, "just as I have against every other false allegation my opponents have flung at me over the last 10 years."

Henry Hugh Shelton (born January 2, 1942) is a retired American career military officer. He served as Chairman of the Joint Chiefs of Staff from 1997 to 2001. In early October 1999 the Chairman of the Joint Chiefs of Staff, General Hugh Shelton ordered Special Operations (SOCOM) commander Peter Jan Schoomaker (born February 12, 1946) to start a project code named "Able Danger" to track likely al Qaeda operatives worldwide. In order to accomplish this tasking General Schoomaker turned to an internal working group who again worked with elements within the Department of Defense and with the Department of the Army to construct this plan. Captain Scott Philpot, was the 10 member Able Danger team leader. The elite unit used computer programs, such as Spire, Parentage and Starlight, to track threats to U.S national security. Much of this data crunching was facilitated by private contractors, including Raytheon Company, of Waltham, MA, and Orion Scientific (now part of SRA International, Inc., based in Fairfax, VA) which helped execute the sophisticated data mining software packages, said Shaffer. When queried by GSN, a Raytheon spokesperson would neither confirm nor deny the company’s involvement with Able Danger. In September 1999 U.S. Army Lt. Col. Anthony Shaffer became a liason of the Able Danger team. Schaffer defined the Able Danger program primary focus was tracking al Queda. According to Philpott, that Able Danger chart was produced in January or February 2000. The Able Danger Chart bore the name and likeness of Mohamed Atta, and linked him to a mosque in Brooklyn which has been a center of Islamic extremism for more than 20 years. According to German police records, Atta was nowhere near the U.S. then. He was in Hamburg. And it wasn't until March 22, 2000, that Atta, an Egyptian national, began contacting flight schools here to see about taking lessons. He emailed 31 different schools. In one email, he wrote: "We are a small group of young man [sic] (2-3 persons) from several different Arab countries. We would like to start a course for professional airplane-pilots." Then on March 31, Atta also emailed an old friend from Cairo who was studying in Florida to ask if he needed to apply for a student visa before coming to the U.S. He then applied for his visa, got it May 18, and arrived here June 3—several months after the Able Danger team allegedly placed the future hijacker in Brooklyn. By July, Atta had settled in Florida, far from his alleged Brooklyn base. Shaffer set up meetings with FBI officials in 2000, but they were canceled because lawyers for the Special Forces unit -- of which Able Danger was a member -- allegedly were concerned military authorities could not legally share information with domestic law enforcement about potential terror suspects in the United States. An FBI agent, who, according to Representative Curt Weldon, will testify under oath that she organized the meetings between the FBI and Able Danger analysts to discuss Atta. Jamie S. Gorelick, former Deputy Attorney General under Janet Reno and the Clinton administration. Gorelick was at the center of controversy as a result of her March 4, 1995 controversial memo to U.S. Attorney Mary Jo White and others, erecting “a wall of separation” disallowing the sharing of intelligence between law-enforcement agencies about terrorists in the United States. Gorelick may be more intimately involved than previously thought with hampering communications between U.S. intelligence and law-enforcement agencies fighting terrorism. Supposedly, Gorelick stopped Able Danger from passing leads to the FBI. Although the National Security Council had the means through the U.S. Defense Support Program to bring all the CIA-FBI-DIA information [that they can't talk to eachother about], into a single picture. In addition, there is a 1979 document called the Delimitations Agreement, between the DOJ and SECDEF which outlines investigatory authorities for counterintelligence (and by extension counterterrorism) cases between the Bureau and military CI agencies. The bottom line is that DOD does not have jurisdiction to investigate civilians in the United States without FBI coordination. They can investigate civilians overseas who may post a threat to DOD personnel/installations, but once bad guys pass over into the States, FBI retains investigatory jurisdiction. There was no legal basis for the provisions of Executive Order 12333 to have been interfered with or blatantly ignored by Department of Justice or Department of Defense lawyers pursuant to the exchange of intelligence data between SOCOM project Able danger and the Federal Bureau of Investigation. On Sept. 25, 2001 Weldon stated that he handed over an Able Danger chart to Stephen John Hadley (born February 13, 1947), the current U.S. Assistant to the President for National Security Affairs (commonly referred as National Security Advisor) for President George W. Bush. Attorney General, John Ashcroft reflected back to Gorelick when questioned at a 911 Commission hearing. General Schoomaker became the 35th Chief of Staff of the United States Army, on August 1, 2003. In October 2003, Executive Director (now Rice aide) Philip Zelikow of the 9/11 commission, two of his staffers, and a "attorney from the administration" were briefed in Afghanistan by Lt. Col. Anthony Shaffer (DIA liason for Able Danger) on what the program had accomplished and why he felt it should be reestablished. Zelikow urged Shaffer to contact him personally upon his return to the US after his time in Afghanistan. When the story broke, former Rep. Lee Hamilton, a Democrat from Indiana, co-chairman of the 9/11 commission, at first denied the commission had ever been informed of what Able Danger had found, and took a swipe at Weldon's credibility: "The Sept. 11th commission did not learn of any U.S. government knowledge prior to 9/11 of the surveillance of Mohamed Atta or his cell," Hamilton said. "Had we learned of it obviously it would have been a major focus of our investigation." Hamilton changed his tune after The New York Times reported Thursday, and The Associated Press confirmed, that commission staff had been briefed on Able Danger in October 2003 and again in July 2004. Shaffer and defense contractor James D. Smith, have stated that they had copies of a pre-Sept. 11 chart that included Atta, but that they were destroyed in 2004 under unclear circumstances. Republicans on three separate congressional committees this week derailed three formal "resolutions of inquiry" by Democrats that would have required the Bush administration to turn over sensitive information and records relating to the outing of CIA officer Valerie Plame. Had the resolutions of inquiry been adopted, they would have led to the first independent congressional inquiries of the Plame affair, and perhaps even the public testimony of senior Bush administration aides such as Karl Rove, the White House deputy chief of staff, and I. Lewis (Scooter) Libby, the chief of staff to Vice President Dick Cheney, about their personal roles. Votes on all three House committees this week were along strictly partisan lines. The House Select Committee on Intelligence voted 11-9 on Thursday to adversely report H. Res. 418, which would have opened a formal inquiry by Congress of the Plame affair. The House International Relations Committee voted 26-21 against the same resolution one day earlier. And the House Judiciary Committee voted 15-11 on Wednesday as well against launching an inquiry. Here is a house summary of what took place On July 14, 2003, syndicated columnist Robert Novak wrote a column questioning why Ambassador Joseph Wilson had been tasked with gathering information for the Bush Administration. Novak wrote, `Wilson never worked for the CIA, but his wife, Valerie Plame, is an agency operative on weapons of mass destruction. Two senior administration officials told me his wife suggested sending Wilson to Niger to investigate the Italian report. The CIA says its counter-proliferation officials selected Wilson and asked his wife to contact him.' 1 [Footnote] Novak refused to identify his sources, but added additional detail about how he had learned of Plame's employment in an October 1, 2003, column: [Footnote 1: Robert Novak, `The Mission to Niger,' Chicago Sun-Times, 14 July 2003, Editorial section, p. 31.] During a long conversation with a senior administration official, I asked why Wilson was assigned the mission to Niger. He said Wilson had been sent by the CIA's counterproliferation section at the suggestion of one of its employees, his wife. It was an offhand revelation from this official, who is no partisan gunslinger. When I called another official for confirmation, he said: `Oh, you know about it.' 2 [Footnote] [Footnote 2: Robert Novak, `Columnist Wasn't Pawn for Leak,' Chicago Sun-Times, 1 October 2003, Editorial section, p. 49.] According to press reports, the CIA referred the matter to the Department of Justice after Novak's July 14, 2003, column based on the possibility that the revelation of Plame's employment status with the Central Intelligence Agency constituted a violation of the Intelligence Identities Protection Act of 1982 (50 U.S.C. 421). This Act makes it a crime to intentionally disclose the identity of a covert agent by persons with access to classified information and foreknowledge that the government sought to protect the identity of that covert agent. According to press reports, the Department of Justice began an investigation in September 2003, which the White House spokesman confirmed on October 1, 2003. By that time, the Justice Department had contacted the White House and asked it to preserve and maintain documents under its control. On October 3, 2003, a White House spokesperson indicated that the Justice Department had asked the White House to produce certain, more specific materials as part of the investigation, including the kinds of materials that are the subject of H. Res. 499. On December 30, 2003, the Attorney General recused himself from the investigation to avoid an appearance of a conflict of interest. Prior to his recusal, the Attorney General, in discussions with Deputy Attorney General James Comey, concluded that it was appropriate to appoint an investigator from outside the Justice Department's normal chain of command in order to oversee the investigation. That decision fell to Deputy Attorney General Comey, who appointed U.S. Attorney for the Northern District of Illinois, Patrick Fitzgerald, to investigate the matter and act as a special counsel. Comey simultaneously delegated all necessary authorities to Fitzgerald to continue the investigation. As a sitting U.S. Attorney, Fitzgerald's investigatory authority exceeds that of a normal `special counsel.' He does not have to secure approval from the Attorney General in making his prosecutorial decisions and has all the investigatory tools normally available to a U.S. Attorney at his disposal, including the authority to interview witnesses, subpoena documents and testimony, and convene a grand jury. A recent news article has stated, `Boxloads of documents have been forwarded to the FBI team, including White House phone logs and e-mails. More documents are being produced, as the contents of individual items sometimes lead agents to request additional materials. * * *' 3 [Footnote] According to press reports, Fitzgerald has since convened a Grand Jury to consider evidence in the investigation. In general, federal grand juries have sweeping investigative authorities to subpoena witnesses and documents identical to those identified in H. Res 499. [Footnote 3: Curt Anderson, `Rove, McClellan among Officials Interviewed in CIA Leak Probe,' Associated Press Newswires, 23 October 2003.] Justice Department officials have discussed the process associated with the investigation on the record, but have refused to discuss any details of the investigation itself in order to preserve the integrity of a possible criminal prosecution. Deputy Attorney General Comey told the media, `I can't tell you about the details of any criminal investigation because our goal is to make sure that anyone we're pursuing doesn't know what we're doing, and also, anyone who might not be charged with a crime is not unfairly smeared.' 4 [Footnote] [Footnote 4: U.S. Deputy Attorney General James Comey and Assistant Attorney General Christopher Wray, Department of Justice Press Conference, Washington, D.C., 30 December 2003.] In light of the ongoing criminal investigation, the committee concluded that transmittal of the materials identified in H. Res. 499 would undermine the investigation and possible criminal prosecution of any suspects believed to have committed a crime in the Plame matter. Therefore, the committee ordered the resolution to be reported adversely.

The Foundation for Taxpayer and Consumer Rights (FTCR) today exposed internal oil company memos that show how the industry intentionally reduced domestic refining capacity to drive up profits. The exposure comes in the wake of Hurricane Katrina as the oil industry blames environmental regulation for limiting number of U.S. refineries. The three internal memos from Mobil, Chevron, and Texaco show different ways the oil giants closed down refining capacity and drove independent refiners out of business. The confidential memos demonstrate a nationwide effort by American Petroleum Institute, the lobbying and research arm of the oil industry, to encourage the major refiners to close their refineries in the mid-1990s in order to raise the price at the pump. "Large oil companies have for a decade artificially shorted the gasoline market to drive up prices," said FTCR president Jamie Court, who successfully fought" to keep Shell Oil from needlessly closing its Bakersfield, California refinery this year. Oil companies know they can make more money by making less gasoline. Katrina should be a wakeup call to America that the refiners profit widely when they keep the system running on empty." "It's now obvious to most Americans that we have a refinery shortage," said petroleum consultant Tim Hamilton, who authored a recent report about oil company price gouging for FTCR. "To point to the environmental laws as the cause simply misses the fact that it was the major oil companies, not the environmental groups, that used the regulatory process to create artificial shortages and limit competition." The memos from Mobil, Chevron and Texaco show the following: * An internal 1996 memorandum from Mobil demonstrates the oil company's successful strategies to keep smaller refiner Powerine from reopening its California refinery. The document makes it clear that much of the hardships created by California's regulations governing refineries came at the urging of the major oil companies and not the environmental organizations blamed by the industry. The other alternative plan discussed in the event Powerine did open the refinery was "... buying all their avails and marketing it ourselves" to insure the lower price fuel didn't get into the market. Click here to read the Mobil memo. * An internal Chevron memo states; "A senior energy analyst at the recent API convention warned that if the US petroleum industry doesn't reduce its refining capacity it will never see any substantial increase in refinery margins." It then discussed how major refiners were closing down their refineries. * The Texaco memo disclosed how the industry believed in the mid-1990s that "the most critical factor facing the refining industry on the West Coast is the surplus of refining capacity, and the surplus gasoline production capacity. (The same situation exists for the entire U.S. refining industry.) Supply significantly exceeds demand year-round. This results in very poor refinery margins and very poor refinery financial results. Significant events need to occur to assist in reducing supplies and/or increasing the demand for gasoline. One example of a significant event would be the elimination of mandates for oxygenate addition to gasoline. Given a choice, oxygenate usage would go down, and gasoline supplies would go down accordingly. (Much effort is being exerted to see this happen in the Pacific Northwest.)" As a result of such pressure, Washington State eliminated the ethanol mandate -- requiring greater quantities of refined supply to fill the gasoline volume occupied by ethanol.

You are right. Chertoff didn't shift that power to Brown until 36 hours after Katrina hit Louisiana and Mississippi. It appears that Chertoff did not understand that he had power to make the decision. It appears he waited for the White House to make the call. I am starting to feel bad for Michael Brown. The whole country hates the man for something he might not been completely at fault. I willing to bet all the media's focus will be on Michael Chertoff. I really believe a commission should be created to investigate this whole mess. The 911 Commission benifited our country with the Intelligence Reform Bill. We may be see an National Response Reform Bill as well.

I think history gives you the answer. Take the Democratic Party. Jefferson defined the Democratic ideals. Jackson brought those ideals to the people. Solution: Find a war hero that Americans respect and believes in the ideals of the Green Party. I also think the green party logo should incorporate our nation's colors.
