I am writing to provide you with an updated schedule for the 2008 Plum Book activities. The U.S. Office of Personnel Management (OPM) has the primary responsibility for gathering and delivering data on over 7,000 Federal civil service leadership and support positions in the legislative and executive branches of the Federal Government that may be subject to noncompetitive appointment. This publication is commonly known as the “Plum Book.” I know your staff has been working diligently on updates and corrections to your Agency’s information in the Executive Service and Schedule C (ESCS) System. Before July 22, 2008, OPM will be performing a transfer of agency data, using June 30, 2008, as the cutoff, to the Plum Book modules of the ESCS System. Agencies will then be granted access to the Plum Book modules in order to review and approve their information for inclusion in the Plum Book. You should confirm your agency’s Executive Resources staff has provided the necessary information to OPM to be granted access to the Plum Book modules.

 

In the next several days, you will receive passwords and instructions for accessing your agency’s Plum Book data. Beginning July 22, 2008, through August 29, 2008, agencies will have the opportunity to review their data for accuracy, and ensure it is in appropriate Plum Book format. It is important you ensure your ESCS and Plum Book staff access and familiarize themselves with the data screens and system capabilities of the Plum Book modules. A copy of the 2004 Plum Book Users Guide is attached for your use.

 

Within the next ten days, we will announce training opportunities to assist agencies in providing the most current and accurate information available. We will be offering training for the Plum Book at two levels of expertise for agency users. The first level will be an open forum and overview briefing held in the OPM Auditorium. OPM’s IT and Executive Resources staff will be available for questions and discussion, and there will also be opportunity for audience participation in demonstrating the system during some of the examples presented. The target audience for this training is current or past users of the ESCS System who are in need of updating their skill.

 

The second level of training will be a one-on-one hands training class delivered in OPM’s training center. We anticipate delivering this training at least twice, and will consider more, if needed. PLEASE NOTE SEATING FOR THIS TRAINING IS EXTREMELY LIMITED. The target audience for this training is non-users or beginners with minimal knowledge of the ESCS System.

 

All three of these training sessions will be scheduled for 3 hours in order to allow for participant needs, but may end earlier.

President-Elect Barack Obama and Vice President-Elect Joe Biden Today Announced its Leadership For the Transition of Administrations

 

Chicago – For the past several months, a board of advisors has been informally planning for a possible presidential transition. Among the many projects undertaken by the transition board have been detailed analyses of previous transition efforts, policy statements made during the campaign, and the workings of federal government agencies, and priority positions that must be filled by the incoming administration.

 

With Barack Obama and Joe Biden's election, this planning process will be now be formally organized as the Obama-Biden Transition Project, a 501©(4) organization to ensure a smooth transition from one administration to the next. The work of this entity will be overseen by three co-chairs: John Podesta, Valerie Jarrett, and Pete Rouse.

 

The co-chairs will be assisted by an advisory board comprised of individuals with significant private and public sector experience: Carol Browner, William Daley, Christopher Edley, Michael Froman, Julius Genachowski, Donald Gips, Governor Janet Napolitano, Federico Peña, Susan Rice, Sonal Shah, Mark Gitenstein, and Ted Kaufman. Gitenstein and Kaufman will serve as co-chairs of Vice President-elect Biden's transition team.

The American Civil Liberties Union commends the Obama-Biden Transition team for including sexual orientation and gender identity in its non-discrimination policy as it prepares to assume power in January. Although President Bill Clinton signed Executive Order 11478, which prohibits discrimination on the basis of sexual orientation, there are no explicit federal protections from gender identity bias in government hiring.

 

The following may be attributed to Christopher E. Anders, ACLU Senior Legislative Counsel:

 

"As the new Administration gears up, it should be focused on hiring the best people for the job. By including sexual orientation and gender identity in its non-discrimination policy, the Obama-Biden transition team makes clear that it will focus on the relevant qualities that actually predict an applicant's success on the job – professional experience, character, skills and education. President-elect Obama and Vice President-elect Biden, by explicitly rejecting the bigotry and intolerance of the past, are committing that gay, lesbian, and transgender professionals can serve in government without fear of discrimination. This is a critical next step in securing the basic rights of LGBT community.

 

"The inclusion of gender identity is a bold departure from the past – and it sends a clear message. The ACLU recommends that President-Elect Obama follow up by 1) banning discrimination on the basis of sexual orientation and gender identity in federal contracting and 2) urge Congress to pass a gender-identity inclusive Employment Non-Discrimination Act (ENDA)."

Also, if you zoom in a bit, you can just make out that silly-assed faux-Presidential seal that he had on the front of the podium at the campaign rallies where he spoke shortly after becoming the "presumptive nominee" …and you all know how long that lasted.

 

Talk about your arrogance. Talk about your egotism. Can you say "Emperor Jones", kids?

The Department of Justice’s transition activities fully support the Executive Order on Presidential Transition signed by President Bush on October 9, 2008. The Executive Order creates a Presidential Transition Coordinating Council, of which the Attorney General is a member. Attorney General Mukasey designated Brian Benczkowski, Chief of Staff, and Lee Lofthus, Assistant Attorney General for Administration, to lead the Department’s transition activities. The Department’s transition activities began in May.

White, Flournoy To Lead DoD Transition Team

President-elect Barack Obama has tapped John White and Michèle Flournoy, who have collectively held a handful of senior defense and federal posts, to head up the group that will oversee transition tasks at the Pentagon.

 

The president-elect's transition office announced Nov. 12 that its defense transition team is expected to begin work at the Pentagon by the end of this week. The same goes for teams dedicated to other federal agencies.

Neither leader of the defense "review team," as the Obama transition office calls it, is new to the Pentagon.

 

White is a veteran of the last two Democratic administrations, having served for two years as deputy defense secretary under the Clinton administration. During the Carter administration, White was assistant secretary of defense for manpower, reserve affairs and logistics and then deputy director of the Office of Management and Budget.

Flournoy held two posts simultaneously during the Clinton administration: principal deputy assistant secretary of defense for strategy and threat reduction and deputy assistant secretary of defense for strategy.

 

The transition office also announced that another Clinton administration veteran, Sarah Sewall, will be involved with transfer of power efforts at all U.S. national security agencies. She was the first deputy assistant secretary of defense for peacekeeping and humanitarian assistance. Sewall also was worked for six years for former Senate Majority Leader George Mitchell, a Maine Democrat, as his senior foreign policy advisor.

 

"The agency review teams will complete a thorough review of key departments, agencies and commissions of the United States government, as well as the White House, to provide the president-elect, vice president-elect, and key advisors with information needed to make strategic policy, budgetary, and personnel decisions prior to the inauguration," the president-elect's transition office said in a Nov. 12 statement.

 

"The teams will begin their efforts by the end of the week, and will ensure that senior appointees have the information necessary to complete the confirmation process, lead their departments, and begin implementing signature policy initiatives immediately after they are sworn in," according to the statement.

 

Currently, White, a Marine Corps veteran, is chair of the Kennedy School of Government's Middle East Initiative at Harvard University. Flournoy, a former member of the Defense Policy Board, is president of the Center for a New American Security, a Washington think tank she recently co-founded.

According to the statement, Sewall is on "part-time leave" from the Kennedy School at Harvard, where she is a professor, as well as the faculty director of the Carr Center for Human Rights Policy.

There is a Memorandum of Understanding between the Bush and Obama teams with regards to people, budget information, policy issues and intelligence. But, that does not mean the transition will go smoothly as McCain's team. Experience of who you know really plays out during this period.

It's unreal; I've never seen the amount of dignitaries that are going to be pouring into this town for the inauguration at this level before.

 

I hope that some of you have already called your respective congressman/Women for this event.

Some of the tickets ARE set aside for the general public, but they are costly.

 

If they are not sold out by now?

I am sure all sides want what is best for our country. I am sure Obama's team will have all positions filled weeks before the inauguration. I find it interesting that everyone is dissecting every movement President elect Obama is making.

Obama Stops Short of Strict Ban on Lobbyists

 

As part of the "most open and transparent" presidential transition in history, President-elect Barack Obama will bar lobbyists with conflicts of interest from working to help install the Illinois Democrat in the White House, his team announced today.

 

The ethics rules, designed to prohibit lobyists from advising the transition team on issues they have worked on recently, were announced by the Obama transition team's co-chairman, John Podesta, during an afternoon press conference, The Fix's Chris Cillizza reports.

 

Still, the rules fall short of the tough talk Obama doled out regarding lobbyists on the campaign trail, including that lobbyists don't represent "real America."

 

During a speech last November in Spartanburg, S.C., Obama said: "I have done more to take on lobbyists than any other candidate in this race. I don't take a dime of their money, and when I am president, they won't find a job in my White House."

 

The transition team will have an estimated $12 million budget and a staff of about 450 people, Bloomberg reports. Around $5.2 million will come from federal appropriations and the rest from private sources, Podesta said, but contributions will be limited to $5,000 and political action committee money won't be accepted. Obama's transition team has begun working in an office space in downtown Washington provided by the General Services Administration, The Hill reports.

 

The new ethics rules, while not a strict decree against lobbyists, will be a sign of things to come, according to The Wall Street Journal's Washington Wire: "There is not a blanket ban on federal lobbyists playing a role in the administration, Podesta said, but noted that there will be strict guidance on what role they can play."

 

There is some skepticism about Obama's K Street limits and his transition team's movements.

 

Jeanne Cummings of Politico said lobbyists received "mixed signals" from the Obama camp about whether they could get a job in his administration.

 

"Many were surprised to hear on the final weekend of the campaign that they actually can get a posting in the Obama White House," Cummings wrote. "They just won't get jobs related to an issue they advocated for on Capitol Hill."
