Williams will hold a news conference on Thursday, August 5, to unveil the Lifelong Learning Initiative, a multi-million dollar citywide effort to improve literacy among adults and to bring new resources and accountability to literacy efforts in the District. Corporate and philanthropic partners that are supporting the initiative will be announced. The District of Columbia has one of the lowest adult literacy rates in the nation: one in three DC residents reads only at or below a third-grade level. To provide adult learners with information about the low-cost and free services available at Lifelong Learning centers throughout the city, Mayor Williams will launch a new public service campaign called Read Out Loud. The campaign's television, radio, print, and community outreach efforts are designed to engage adults who need help with reading, math, or computer skills or with getting a GED. Who Mayor Anthony A.
