Expanding the Tutorial Skills of Parents vs Hiring the "Bill or Rights Organization" The most impressive means of providing better quality education for DC students will be to very openly develop the tutorial skills of parents, especially for elementary school students, and allow DC youth to receive more frequent, positive and skilled tutorial assistance from their parents and concerned community adult neighbors during this entire upcoming school year. It is only a myth that a child can become educated only within the hours of 9am -3pm. A child will not learn how to walk, speak, or even learn how to go to the bathroom without continuous practice. We all know this yet too many have resigned the academic development of too many children to only what the child can possibly experience during the school day. There only being 4 report cards for the entire school year will continue to fail to develop a strong team effort between parents and teachers. The ability of parents, teachers and school administrators to cooperate will be determined by their ability to communicate. Designing 8 if not monthly exchanges between teachers and parents will more than double the current effort and the level of success of exchanges between parents and teachers for the benefit of DCPS students. Parents, especially of elementary school age children, are in need of developing positive experiences at home for their children. A positive academic peer influence can be achieved so easily by having parents working with each other in providing their children and their children's friends. The frequent efforts to develop the academic study skills and better develop their reading, spelling, having good handwriting and basic writing skills will produce many responsible and happy students. How can a child learn to compute fractions, decimals and compute basic algebra and geometry when they have yet to confidently express a skill in adding, subtracting, multiplying and dividing whole numbers? The coordinated efforts of the many churches in DC, just a fraction of the thousands of college students in their junior or senior years of undergraduate study and any graduate student as well as many of the proud graduates of the DC Public Schools must form the army that will help many of the youth in DC during this entire school year. DC Public Schools require each senior to express "community service" in order to graduate. I know several can be trained,properly supervised and come to impressively provide service for many of their little brothers and sisters at neighboring elementary and possibly a few junior high school students during the course of this new school year. Thank You Jennifer. I had opportunity to meet a sincere gentleman yesterday with a background in developing computer skills. I am looking forward to coordinating with him a training program for the junior high school and senior high school students in responsibly developing their typing, writing and overall computer operating skills that the youth of today MUST have.

The DC, MD and VA news media "report" on the quality of education being given to local youth as if it's only a local concern rather than it being a national crisis. It is critical that the 9am - 3pm school day is expanded by providing positively rewarding tutorial services for the benefit of all kgn. - 12th grade students rather than merely debate on what schools will be or won't be closed. To insist on only providing four "report cards" and four opportunities for parents to meet with the teachers of their children is as practical as buying a dollars worth of gasoline. My point is that your child will only go so far with such a rare occasion for teachers to meet with parents. As the school year is ending it is time now to develop the confidence of parents and concerned adults in being able to develop their tutorial skills so that they can be more active in making sure that elementary school children will maintain if not develop more basic academic skills in reading, writing and computing math during the course of the summer. A sincere effort at helping junior and senior high school students cannot be developed unless we take care of the academic needs of our 2nd, 3rd, 4th,5th and 6th grade students. Truly coordinated services can even help responsible junior and senior high school students to perform tutorial services at the library or under the supervision of their own parents or the parents of children in their community. Positive peer pressure can prove to be the magic formula so long as it is properly supervised. Such an effort will develop the academic output of many junior and senior high school children. Right now the average American child "graduates" from elementary school without having mastered a 6th grade level of skill in reading, writing and computing basic math. Don't hold your breath until the news media shares such a basic fact with you. Should such a fact be "reported" I am willing to bet that it will be a quicky "report" that won't be able to compete with the effort given to make sure we all know what Senator is arrested for trying to pick up an undercover cop in an airport. "What we have here is a failure to communicate." I will be doing my best between now and June to contact all local Parent Teachers Association or any organizations that are interested in providing workshops for parents in building their tutorial skills for the benefit of their children. It is now time for the many proud graduates of the DC, MD and VA public schools to coordinate themselves and begin to be an Army of positive influence in helping their little brothers and sisters attending the schools that they had once attended. Can the parents and concerned adults of the DC, MD and VA area prove to be the role model for Detroit, Cleveland, Philadelphia and the many other major cities in these "United" States of America? Please indicate your success at contacting the Education Dept. of any local University to your community and stimulate and coordinate any graduate students if not Professors who will be willing to provide a few hours of their time in providing a few workshops during May and June to develop the tutorial skills of parents as well as concerned adults during the course of this summer. Many a child can return to school in September with big smiles on their faces and with a renewed level of energy at meeting their upcoming academic assignments should they have experienced a comfortable academic tune up during the course of this summer. Your mission, should you decide to accept it, will be to begin to better employ yourself at helping your local youth do better in school. DC, MD and VA political bureaucrats will disavow any knowledge of your actions.

January 8, 2008 Besides being the only major city in this entire country that is not actively represented in Congress and has control over its own tax revenue the District of Columbia is also the only major city in this entire world not using some modern version of a meter to equitably compute taxicab fares and used as a reliable means to record and tax the income of the local Taxicab Industry. Despite the success for the past 76 years by the shallow efforts of politrickcians, reporters and supporters of the very unique DC taxicab zone system fare structure it is essential that DC residents, taxicab drivers and tourists no longer be insulted and only be further brainwashed into believing that the continued use of a very unique taxicab zone system or a meter in DC taxicabs is merely an issue of popularity. The DC news media reported on 12/26/07 on the efforts of supporters of the zone system to soon publish the results of their conducting a "poll" among DC residents and taxicab drivers in regards to their view of Mayor Fenty's decision to install meters in DC taxicabs. Before hearing and assigning any merit to the results of any upcoming poll among DC residents in concern of the use of the zone system or the meter in DC taxicabs let us first ask how many DC residents or DC taxicab drivers knew that: 1) DC initially had used meters and that the zone system has been in operation for 76 years despite the fact that it wasn't ever approved. 2) The unique DC taxicab zone fare system had been denied for 20 reasons by the DC Public Utilities Commission? (Public Utilities Commission order no. 956 11/6/31) 3) They can call the Public Service Commission and ask for a free copy of DC Public Utilities Commission order no. 956. 4) The denial of the zone system to replace meters in DC taxicabs was upheld by Judge Adkins ruling, "The zone system is only a means to exploit the labor of the driver?"(PUR 1932C pgs.17.19) and Judge Adkins decision had been upheld by the DC Court of Appeals. 5) Every major city in this world uses a meter to equitable compute local taxicab fares as well as a reliable means to record the income of local taxicab companies and drivers as well as a reliable means to compute the tax revenue that was due from every local taxicab company and driver.

Contain your hopes because the name that I respond to is Karl not "Honey" or "Karil" as you have strangely tried to express to me either through a lack of typing skills or hope that I will be impressed by your referring to me as being "Honey". Why did you leave this issue under the title concerning the Turkish Chief ? Surely you can't be talking about my paper available on google.com under the title, "Karl Rudder's Blog" - The Unchallenged DC Taxicab Fare Structure provides the best copy of my research - that specifically referred to DC Public Utilities Commission order no. 956 that had denied," any version of the zone system to replace the use of meters in DC taxicabs." My confidence in the organized manner in which I have always addressed the unique and corrupt DC taxicab zone system allows me to be certain that you can't possibly be talking about my address to the DC Taxicab Zone System. Luke, As the residents of Washington DC gain political rights in this country I think it will be essential that our fellow Americans learn how to begin to specifically refer to what aspect of the legislative, administrative or judicial aspect of the Federal government is at fault in respect to their manner of approach to an issue. You seem to agree and yet insisted that , "we have the right to freely speak about what we think should have been done." Calm down. I never denied you any aspect of your freedom of speech. My point is that there are very few political issues that are simple and the worst thing we can do is further complicate an issue by not even being able to responsibly and specifically refer to it. In my view, your rambling on and on about various issues of what you think Norton is all about and who Mayor Fenty endorsed as a candidate for being the next President of this country does not have the slightest thing to do with the international politics of this country. I trust you are aware that it clearly appears that this new day brings a new area of controversy for Hillary. This new area of controversy may well dismiss your speculation on her being able to be nominated as the Democratic nominee to be the next President. Our challenge to effectively address any element of local, national or international politics will begin by our skill in being able to be organized and clearly identify exactly; 1) what we are talking about, 2)who is in need of better address to a specific issue,3) when that address should be expressed,4) how that issue is in need of being corrected and 5)why an address to that issue is so urgent. Of course being able to clearly refer to where that issue is being expressed will allow all of us to know clearly whether the issue is of local, national or international importance. Your analysis of what you think someone had meant to refer to is in need of being replaced by having that person, all by themselves, clearly address a specific issue. Doctors go to medical school and then must choose an area to specialize in just like mechanics, architects, computer specialists and every other profession. Our mission, should we decide to accept it, will be to clearly identify and address an issue of local, national if not international, social, political or economic concern and do our best to address it without talking about Sen. I think I need another translation from Mr. Wilbur or someone else because I fail to understand the point or the elements of support to your composition. Slow down, don't move too fast. You've got to make your message last. A common referral to Washington is no longer acceptable by Karl. It is time for all of us to improve our spelling skills, typing skills and confidence in knowing that when you are actually referring to irresponsible Congressional action or the ridiculous acts of a President that it is essential to effective communication that you state just that and not employ a random referral to Washington. Your random referral to what kind of glasses you wear is meaningless unless you find it necessary to let me know that your lenses are 3/4 of an inch thick. "Oh, I see!",said the blind man.

The loss of American life in Iraq is a national if not an international issue Mr. Wilbur not a personal issue. Your ending your approach to this conflict, not war, with a personal challenge of my being able to provide the names of family members that I have fighting in Iraq is what I consider an element of a game that goes by the name of politricks. A very important element to the game of politricks is just how did "We the people" become not being an American citizen but rather being either a Democrat or a Republican. I will leave the terms "liberal" and "conservative" open for discussion. Your impression that the, "Demorcrats wants the United States to lose the war in Iraq" implies that you are under the impression that surely someone can win such a conflict. How would you define a "victory" in Iraq? Ireland, Israel and so many other locations of constant violence on this "civilized" planet await your response. From my being a native Washingtonian I will ask that you please refer to Congress or Bush and other specific terms rather than a loose referral to "Washington" in your reply.

I fail to see the point of your effort at addressing the topic of your composition. Your disorganized address to whatever you were trying to address, if not your very insulting referral to "Washington" completely overlooks the fact that the residents of the District of Columbia do not have control of their own tax revenue nor are actively represented in both the House and the Senate of the Congress of these "United" States. I do not consider such an oversight as a mere coincidence. Are you seriously concerned more about random international issues such as a country that you refer to as being "turkey" and you willfully will ignore the the social,political,economic oppression of the political rights of the residents of the District of Columbia? That is a specific question and please specifically respond to that issue rather than ramble around as you did with your far from researched reply to an issue concerning a Turkish Army Chief.

Racist Design of the DC Taxi Zone System

The racist taxicab service to the predominantly Afro-American population of DC needs to be openly examined and eliminated. The unique DC taxicab zone system is everyday insulting Afro-American residents being charged an additional zone fare due to nothing more than their need to cross 12th St. NE, 19th St. NE, South Dakota Ave NE, 42nd St. NE, Alabama Ave SE and many other zone boundaries in the residential areas of DC yet white people can employ a DC taxicab to pay little for traveling much longer distances in downtown and NW areas of the city. The potential use of a proposed "Meter Zone System" is continuing to insult the predominantly Afro-American residents of DC by the fact that regardless of the use of the term "Meter" the same zone system now in use will still be the basis on which DC taxicab fares will be computed by even a very misleading "Meter Zone System". The DC Taxicab Zone Fare System is not an equitable means to compute taxicab fares and for 75 years it has failed to serve as a reliable means to record and collect the tax revenue that is due for DC taxicab companies and drivers. Every other major city in this entire world respectfully provides quality taxicab service to their residents by using a meter to equitably compute the taxicab fare which is based on the actual cost of transporting a passenger from their point of origin to their point of destination. The ability to be able to reliably record and collect the tax revenue that is due from the earnings of taxicab companies and drivers is a very important reason why every major city in this world uses a meter to compute taxicab fares in their communities. Mayor Fenty is due very soon to answer to a Congressional order that he decide on installing meters in DC taxicabs or maintaining the use of the inequitable design of the very unique DC taxicab zone fare system. My address to Mayor Fenty as he was a member of the Public Works and the Environment Committee failed to stimulate him to address this issue in respect to the initial and still standing government and court decisions that had denied, "any version of the zone system to replace meters in DC taxicabs." More know about his recent address to an unfortunate fire to the Eastern shopping mall than they know of his review and address to the 75 years of an a unique and very corrupt DC Taxicab Zone Fare System. I am composing this address to DC City Council members due to my not anticipating Fenty to suddenly have his response to Congress to carry any responsible sense of duty and have him use such an opportunity to openly address the corrupt origin of the unique DC taxicab zone system fare structure. To attempt to assist DC City Council members and make up for the failure of any previous "study" on the feasibility of the DC taxicab zone system I will copy four sheets of data and distribute this essential data to every DC City Council member as well as to many DC residents, taxicab drivers and tourists. Believe it or not all previous efforts to "study" the DC Taxicab Zone Fare System completely failed to refer to the initial government and Court decisions that specifically denied, "any version of the zone system to replace the use of meters in DC taxicabs." In respect to the failure of all previous "studies" on the DC taxicab zone system I will distribute: 1) Copy of DC Public Utilities Commission order no. 956 that was issued on November 6,1931. This PUC decision listed 20 reasons to support their decision to."deny any aspect of the zone system to replace the use of meters in DC taxicabs." I will attempt to stimulate all 20 reasons of order no. 956 to be carefully be reviewed by circling and highlighting the numbers to reasons 3,4,5,6, 9,10,12,16,17 & 19 of PUC order no. 956. 2) Copy of a letter addressed to DC City Council member John Wilson on June 27, 1975. This letter for the first time since 1933 made a very quiet and brief referral to the fact that the Commission in 1931 had issued order no. 956,"requiring the installation of taximeters in District taxicabs." This letter refers to the fact that PUC order no. 956 had been affirmed by the Supreme Court of the District of Columbia and that the U.S. Court of Appeals had affirmed Judge Adkins decision. This letter then goes on to state to DC City Council member John Wilson in 1975 that, "However, in the meantime, Congress included language in the District of Columbia Appropriations Act for FY 1933,47 Stat.343, which prohibited the expenditure of funds appropriated by that Act for the purpose of requiring the installation of taxi meters." This document will prove that the unique DC Taxicab Zone System wasn't ever approved not did Congress ever attempt to overrule any court decisions. Congress played a legislative game and only through the insulting DC Appropriations Act did Congress disallow the DC government to even discuss installing meters. 3) Copy of the very revealing Washington Post editorial for November 13,1971 that was entitled, "The Taxicab Rider" that will expose the role of Rep. Cannon as being the author of the restrictive provision to the 1933 DC Appropriations Act. On the other side piece of this data will be copy of the September 7, 1996 Washington Post editorial that was entitled, "New Cab Fares--But Old Problems that will allow DC residents and tourists to know that the DC City Council had passed and Mayor Barry had actually signed a bill that required for all DC taxicabs to be installed with meters by Sept. 1, 1998. . 4) Copy of the 12/07/71 Washington Post article that was very responsibly entitled, "Ban on Taxi Meters In Force Since '32 Will Be Challenged." This article began by stating, "The prohibition of the use of taxi meters in Washington that has been attached to the D.C. Appropriations Act annually since the 1930's will be challenged this year for the first time anyone can remember." The article goes on to refer to, "John Rudder, president of the United Brotherhood of DC Taxi drivers told Inouye's panel, "The case for meters is so apparent that it begs the question of sanity to think otherwise." This article fails to refer to the fact that an effective strike by the Brotherhood of DC Taxi Drivers during rush hours at Union Station and in the Capital Hill area had been the element that produced those sudden Senate hearings of Sen. Inouye's DC Appropriations Committee. The other side of this page of data will carry copy of the September 8, 2007 letter to the editor of the Afro-American newspaper that I had composed that I had entitled, "Congressional Corruption of the DC Taxicab Industry." In my view, the common defense by supporters of the DC taxicab zone system that, "all DC taxicab companies and drivers as well as residents prefer the zone system over the use of the meter" is very insulting and is only able to be expressed due to the continued failure of national and local politicians as well as any aspect of the major news media to ever responsibly research and address the racist design and use of a very unique DC taxicab zone fare system. Fortunately this country eliminated slavery in America and was able to finally afford essential civil rights to women and Afro-American citizens by the strength of the principles of law that were involved in respect to those issues. It is important to respect that ending slavery in America, denying women and Afro-American citizens the right to vote, work or for American children to being able to go to school was never decided merely on the basis of who had or had not preferred such essential improvements in American society. My fortune in addressing the corrupt regulation of the DC Taxicab Industry is that the Truth may be hidden but it cannot be changed! -
The Racism of the DC Taxicab Zone System

There is a constant complaint on the manner of many DC taxicab drivers not stopping to service an Afro-American citizen yet simple research and review of DC Pubic Utilities Commission order no. 956 will expose that the 6th of the 20 reasons that the PUC listed on November 6, 1931 to initially deny the zone system to replace meters in DC taxicabs had clearly stated,"That the zone system unduly favors certain riders and unduly discriminates against others." This initial and little known fact that the DC government had denied the zone system is more disturbing after simple research reveals that Judge Adkins completely upheld PUC order no. 956. (PUR 1932C pg.1) The Appeals Court upheld Judge Adkings decision. In 1931 this racist society had "colored restrooms" and we were decades away from being blessed with the courage of Rosa Parks. Please understand, don't just read the fact that the PUC was talking only about white people being subject to discriminative service and for that and 19 other reasons had in 1931 denied, "any version of the zone system to replace the use of meters in DC taxicabs." The brainwashing effects of the news media is proven by the fact that after 75 years very few DC residents and taxicab drivers are aware that the unique DC taxicab zone system has such a wild beginning of actually being denied by the government and two court decisions. During these times of a very popular subway and bus service taking care of the majority of us everyday you would think that the news media, if not at least one DC City Council member and their staff would have allowed all of us to be aware that the unique DC taxicab zone system had turned out to be in many ways an expression of racism. White people have always been getting the cheapest and most reliable taxicab service by the design of the DC Taxicab zone system. Is that racism ? The unique DC taxicab zone system is everday insulting Afro-American residents being charged an additional zone fare due to nothing more than their need to cross 12th St. NE, 19th St. NE, South Dakota Ave NE, 42nd St. NE, Alabama Ave SE and many other zone boundaries in the residential areas of DC yet white people can employ a DC taxicab to pay less, for traveling much longer distances in downtown and NW areas of the city. The September 8-14, 2007 issue of the Afro-American newspaper respected my intent to address the corrupt origin and design of the DC Taxicab Industry by publishing my letter to the Editor. On October 9, 2007 every DC televison station insulted DC residents, taxicab drivers and tourists with a very misleading report of a handful of DC taxicab drivers protesting against the use of meters in DC taxicabs. Each of their shallow effort at "reporting" on this protest did not take opportunity to ask any DC taxicab driver how they felt about the racist design of the unique DC Taxicab Zone System. I have talked with many reporters who will admit that they didn't have the slightest idea of the DC taxicab zone system having such a corrupt origin. The conversation ends and yet I never see any "reporter" responsibly researching and reporting on the racist aspects of the unique DC taxicab zone system. One day I might accept that reporters of the news media can only do what they are told to do! Due to Mayor Fenty's scheduled upcoming response to the Congressional order that he decide on whether to install meters or continue the use of the zone system it is very important to emphasize the fact that DC residents, taxicab drivers and tourists to DC have been insulted for 75 years by a continued failure of the news media to responsibly research and report on the Congressional corruption of the DC taxicab industry. The refusal on the part of national and local politicians as well as the major elements of the news media to have failed for 75 years to ever address or report on the basic, undeniable facts of this issue is not a coincidence. My bet is that if DC residents were primarily white and only white people were the only ones driving a cab that this issue would have been far more responsibly addressed by national and local politicians as well as professionally addressed by every element of the local news media. It should be common knowledge after 75 years that Judge Adkins stated in 1932, "In my view the zone system is only a means to exploit the labor of the drivers." (PUR 1932C pgs. 17.19) Who do you think he was protecting from having their labor exploited in 1932? In respect to the failure on the part of the news media to ever address the basic facts of this issue I wil soon begin to distribute two pages of information to cab drivers at Union Station, Grand Hyatt Hotel, Fort Totten and other popular taxicab stands as well as to residents and tourists at the Metro and other subway stops. The first page will provide copy of the 20 reasons that the Public Utilities Commission(PUC) had listed on order no. 956 on November 6, 1931 to deny,"any version of the zone system to replace the use of meters in DC taxicabs." Everyone can get a free copy of PUC order no. 956 by calling the DC Public Service Commission and requesting their right to a free copy of this important DC government decision that had initially denied, "any version of the zone system to replace meters in DC taxicabs." The second page that I will begin to personally distribute will be copy of a letter the Public Service Commission (PSC) had sent to DC City Council member John Wilson on June 27, 1975. This letter will allow DC taxicab drivers and residents to come to know that the DC Public Service Commission expressed a full awareness of the initial and still standing government and court decisions that had denied any version of the unique DC taxicab zone system. This 1975 letter from the PSC to John Wilson will also make a very quiet yet direct referral to both the initial and still standing government and court decisions against any version of the zone system. The PSC also states to John Wilson in 1975, " However, in the meantime Congress included language in the District of Columbia Appropriations Act for FY 1933.47 Stat.343, which prohibited the expenditure of funds appropriated by that Act for the purpose of requiring the installation of taxi meters. Taking notice of this, the Court of Appeals indefinitely suspended the effectiveness of Order 956." This decision is on my lists of expressions of "Just Us" made by American courts. My list of expressions of "Just Us" in this racist society is unfortunately much longer than my list of court decisions of justice. The Court of Appeals suspended the effectiveness of PUC order no. 956 due to their knowing that Congress had played a legislative game and had suddenly included a provision in the DC Appropriations Act that simply stated, "The DC government no longer can discuss or enforce any rules or regulations made in regards to installing meters in DC taxicabs."("The Taxicab Rider" Washington Post editorial 11/13/71) I do not believe that any problem can be effectively addressed and solved unless the cause of that problem has been carefully examined and clearly identified. The insulting refusal on the part of the major elements of the news media and the subservience of each DC Delegate, Mayor and member of the DC City Council to have refused to have ever responsibly researched and addressed the corrupt origin of the racist DC Taxicab Zone System is clearly an example of social, economic and political oppression. I have many times since 1975 contacted and asked the various Delegates to Congress, Mayors and DC City Council members and many of their staff to review my brief yet detailed research that is available on google.com and I will make sure that by October 12, 2007 that each of them get copy of my letter to the editor of the Afro-American newspaper for September 8, 2007. Extra credit will be given for compound sentences that responsibly refer to the initial and still standing court decisions that completely upheld PUC order no. 956 by Judge Adkins or the Appeals Court." Your long reply Governor adds up to being a quick jab at the issue of medical care for American citizens. The battle over medical care needs a strong team effort from the State and Federal Congressional respresentatives at not just jabbing at the issue but rather all join together at taking a big swing and knocking the whole issue out from presenting itself as a crisis for anyone. I am not able to accept that only elite City, State and Federal politicians are able to receive medical care from the day of their election until they die yet the children and adults that they were elected to serve have yet to receive the benefit of a truly effective medical plan in this country that insists on referring to itself as being the "United States" of America.

The DC Public Schools should be employing its resources to help expand the learning experience for DC youth by providing tutorial workshops for parents here at the beginning of the school year. The myth that a child can become educated only within the hours of 9am -3pm is in need of being dismissed. A child will not learn how to walk, speak, go to the bathroom or develop any academic skill without continuous practice. We all know this yet too many have resigned the academic development of too many children to only what the child can possibly experience during the school day. There only being 4 report cards for the entire school year will continue to fail to develop a strong team effort between parents and teachers. Our ability to cooperate will be determined by our ability to communicate. Allowing 8 exchanges between teachers and parents will double the current effort and will double the success of an exchange between parents and teachers for the benefit of DCPS students. Parents, especially of elementary school age children, are in need of developing positive educational experiences at home for their children. A positive peer influence can be achieved so easily by having parents working with each other in providing their children and their children's friends frequent opportunity to develop their academic study skills and better develop their reading, spelling, having good handwriting and basic writing skills. How can a child learn how to compute fractions, decimals and compute basic algebra and geometry when they have yet to learn how to add, subtract, multiply and divide whole numbers? Does it take only an educational expert to reliably provide an exchange for a child to slowly but surely learn how to study and learn their basic academic skills? The vast resources within the DC community are in need of being effectively coordinated and thus be able to provide far more effective tutorial assistance for DC youth. Any fraction of the many graduates and undergraduate students in any school of study at Howard University, The University of the District of Columbia and the many other local universities can join and help start an educational revolution in this country by providing a wonderful model for other cities to follow in respect to better coordinating and employing the resources of all American communities that will improve the quality of education that is being given to not just DC elementary, junior high and senior high school students but rather all American children. There are many churches in every community of the District of Columbia and just a fraction of the active members of each church can in the near future much better coordinate their time and effort to work with other resources in providing very effective tutorial services for the children within the communities of their location. Can you imagine the power of just 3-5 churches openly working together for the benefit of the children in your community? There are thousands of proud graduates of the DC Public Schools who are still here in Washington DC. Will the millions spent by governmental bureaucrats be all you need to know about to impress you with the quality of education that we provide DC youth and adults. Please realize that during the first 3 years that a child begins to go to school that the key objectives are at helping that child to enjoy knowing how to pay attention and developing their basic academic skills. Graduating to the 3rd grade and the 6th grade are very important academic achievements that many children are not provided due to the system having labeled them to be "slow learners". Many youth since the 1980's have become known as having "an attention disorder" or being thrown to the side due to their being found to be "emotionally disturbed." Please volunteer a little of your time to a summer school or to one of the DC Public Library academic programs this summer so your concern turns into real action that will benefit todays youth. Besides trying to develop and provide tutorial workshops for parents this summer I am waiting to be allowed to volunteer my time as a GED Instructor at the DC Jail. Just those two sentences are all that I was talking about throughout my email. Your advice to me of,"Remember Karl, give it to the parents, not the kids." clearly indicates that you need to slow your speed reading down. You may have read what I wrote but your response to my email has me seriously doubt you understood what I had tried to convey. Your email ends without addressing the development of tutorial services FOR CHILDREN during the course of this coming summer. Why? -
The summers months should not dismiss children from having opportunity to build on their basic academic skills. Academic games and quizzes can be used by parents and concerned adults this summer to build the basic academic studying skills of many children. There is a national need to provide workshops for parents to build their familiarity with various studying techniques and building their tutorial skills which can be employed for their own benefit as well as for the benefit of their children. Can your child address word problems in adding,subtracting, multiplying and dividing whole numbers on the 6th grade level or are they able to compute whole numbers, fractions, decimals and basic percentage and basic geometry problems like an intelligent 9th grader? How well can they read and write? I would love to see the quality of education in this country to improve to the level where it competently rewards all High School graduates who have the initiative to prepare through simulated tests to take and pass the GED test. The passing score in DC,Md, and Va is only 225 which means that a student can pass it by merely averaging 45 on each of the five tests!

Mr. Harry Thomas,Ward 5 DC City Council The Benning Road Public Library Branch has been closed for a long time and as you are now the Chair of that Committee supposedly addressing the issue of the DC Public Libraries I have yet to hear one word on your intent on how you will serve the DC Public Libraries for all DC residents and to specifically the residents of Ward 7 on just what are your plans to restore the Benning Rd. Branch of the DC Public Library. Why? The Ward 5 residents are waiting to have a reliable exchange with your office. I have yet to receive any insight into what you have chosen to be the key issues that you will address for the next six months. Might you be allowing Ward 5 residents to witness another vacationing member of the DC City Council? Please enlighten me if you have any issues of key importance other than unclothed bars on Mt. Olivet Rd. NE that you have chosen to address as the most recently elected DC City Council member for Ward 5. Rumor has it that you are proposing a facility for the many foreigners that are seen daily looking for a job next to the Home Depot at the Brentwood Shopping Center to sit and eat while they hope and wait for employment opportunities. The unclothed bar issue is a political trick that Ward 1 Council member Graham is playing with and you and other DC City Council members are all smiles about "addressing". The failure of DC City Council members to actively be involved as a team in expressing impressive initiative can only be taken as clear evidence that you guys are just like so many other local and national politicians who are so loud and active as they run for office yet once elected they run into the closet. Allow me to suggest that you organize a choir of DC City Council members and have one of your first songs being -"Oh the Games Politicians Play !" "Oh the games politicians play now. Every night and everyday now. Never meaning what they say, Never saying what they mean."
