Developer/Analyst (DISDI Program Lead) Job Opening

The selected candidate will become part of our Communication and Information Solutions group (C&IS) providing geospatial program management support to large Federal government and other clients. The candidate shall work at the client site to support a large geospatial program at a major Federal department. The candidate shall be responsible for leading development of and coordinating a geospatial enterprise architecture (EA) strategy across the entire government organization. The EA strategy will address incorporating spatial technologies and concepts into the department’s business enterprise architecture, continuing design and development of a portal to share geospatial data across the enterprise, and supporting strategic standards development and alignment activities. The strategy must be based on open and web-services standards and will be based on a federated, distributed model to produce, share, and exploit geospatial data across the enterprise.

The candidate will work with a team of government employees and other contractors to accomplish these goals and will be responsible for coordinating and communicating program goals to a large and widely varied stakeholder community. Therefore strong written and verbal communication skills are essential and leadership and coordination skills are also desired. The candidate should have the ability to effectively communicate technical issues with non-technically oriented senior leadership.

The position requires strong experience in geospatial program and project management. The candidate should also have experience in developing strategic and implementation plans for geospatial technologies, developing Enterprise Architecture (EA) strategies and artifacts and developing logical database designs using UML and related technologies. The candidate should be well versed in ESRI and Oracle technologies and should have good understanding of and experience implementing major geospatial and related service-oriented standards including FGDC standards, ISO standards (19xxx series), OGC standards, XML, and key Service Oriented Architecture (SOA) standards.

As a member of the C&IS team, the candidate will work with our key technology leadership to help monitor, evaluate, and prioritize geospatial industry trends, and may be responsible for managing, mentoring, and leading junior staff members. The candidate should also have some experience developing proposals, statements of work, budgets, and schedules for software projects and tasks.


Basic Qualifications: Education: MS in Geography, Computer Science, Management Science, or related field


Years of Experience: 8+


Primary Skills:

• Geospatial program management and project management

• Proven experience developing strategic plans and implementation plans for geospatial technologies

• Logical database design and modeling using Unified Modeling Language (UML) and related technologies

• Enterprise Architecture (EA) processes and development using DoD Architecture Framework (DoDAF), Federal Enterprise Architecture (FEA), or other EA framework models.

• Understanding of and experience implementing geospatial and directly related IT standards, including major standards organizations, current and near-future standards including but not limited to Federal Geographic Data Committee (FGDC) standards, ISO standards (primarily the 19xxx series), Open Geospatial Consortium (OGC) standards, and web services/service-oriented architecture (SOA) standards including Simple Object Access Protocol (SOAP), web service description language (WSDL), extensible markup language (XML) and related technologies/standards.

• Experience designing and implementing large (enterprise) geospatial systems and capabilities, primarily – but not limited to – using Environmental Systems Research Institute (ESRI) products.

Secondary Skills

• Hands-on experience and/or strong understanding of ESRI products

• Hands-on experience and/or strong fundamental understanding of Oracle products

• Experience supporting geospatial technology programs and implementation within the U.S. Department of Defense, preferably at the major command or headquarters level.


Preferred Qualifications: Education: MS in Geography, Computer Science, Management Science, or related field

• Strong written and verbal communication skills

• Strong leadership, coordination, and mentoring skills

• Strong understanding of IT lifecycle management

• Strong understanding of Enterprise Architecture (EA) processes, dynamics, and value proposition

• Understanding of the full software development cycle
