We are currently looking for a Proposal Manager to work on CH2M HILL’s complex business development efforts for our Herndon VA office. The qualified candidate will be responsible for performing research, writing, editing, and document production and coordination on a variety of business development efforts (proposals, presentations, qualifications packages, etc.) Will act as proposal manager, coordinator, or editor on documents of all types and sizes under minimal supervision. Suggests to original authors or internal clients ways to enhance the message of a document. Participates and leads proposal and presentation activities.


Basic Qualifications: Minimum 5 years experience performing research, writing and editing, document production and supporting business development (technical proposals and presentations) and client deliverables for government and/or commercial clients in a publications environment.


Five years of experience with Microsoft Word, Excel, Powerpoint and related software.


College-level oral and written communications skills.


Demonstrated ability to edit and write business development materials.


Ability to perform quality control within project parameters.


Ability to develop and track budget, schedule, resources, and logistics.


Experience with developing and tracking proposal compliance matrix, outline, budget, schedule, resources and logistics.


Ability to coordinate and manage multiple tasks.


Abiity to interface effectively with graphics designers, document processors, and editor/writers.


Understanding of the overall document production process from draft to final, through production.


A four-year degree required, preferably in Technical Communications, English, Journalism, Business Administration, Marketing, or related field.


Preferred Qualifications Six or more years previous experience performing research, writing and editing, document production and supporting business development (proposals and presentations) in a publications environment.

The successful candidate should also possess the following:

Strong oral and written communications skills; some technical editing and writing capability; good understanding of document cycles (from draft to review to production)

Good document management skills; ability to develop and track proposal/document budget, schedule, resources, and logistics; coordinate technical author input

Solid file management skills and understanding of various electronic data retrieval systems

When serving as lead, responsible for managing resources, planning, scheduling work across contributing departments, and assigning tasks to other Publications staff.

May coordinate with outside vendors for printing, laminating, or other services as needed.

Knowledge of company industry and market segments; may specialize in one business group or market segment.

Proven skills in effective listening, and conflict management.

Ability to work effectively with others and to plan and manage kickoff and other meetings; can provide data management and security; and understands resource management.

Ability to determine approach to develop and produce cost-effective client and business development documents that reflect an understanding of the individual clients.

Ability to facilitate proposal planning, strategy, and review sessions

Ability to manage SOQ, proposal, and presentation document development to adhere to established themes

Thorough knowledge of SOQ, proposal, and presentation preparation process

Excellent organization skills and ability to work under deadline and budget pressures

Excellent oral and written communication skills

Familiarity with hardware and software options including text and data processing, graphic illustration, desktop publishing, and presentation tools

Ability to successfully manage business development efforts in settings away from the home office.
