Garrison GeoBase Manager Job Opening

The NER C&IS group is currently looking for a Garrison GeoBase Manager. The successful candidate will be responsible for the collection, generation, management and dissemination of all garrison geospatial data. This data will include both the CIPs and MDLs for the ANG bases. The Garrison Manager will provide input to the ANG GIO in the form of garrison geospatial data management guidance and policy to assist with the establishment of the ANG GeoBase enterprise solution. The various items and issues that will be addressed by the Garrison Manager are addressed and listed below. The Garrison Manager will have the responsibility to ensure that all ANG GIO garrison geospatial data will be available and/or distributable to individuals who have a need.• Deliver tasks and work products that are in accordance with the ANG GeoBase Program vision, mission, objectives, and goals.


General Duties to include:

• Promote the benefits of the ANG GeoBase program.

• Responsible for completing owned tasks by the task due dates, track LOE, reporting progress on a weekly basis, and modifying due dates/milestone dates, as necessary.

• Provide QA/QC peer review, as needed.

• Develop and maintain effective working relationships with program stakeholders.

• Support ANG GeoBase briefings.

• Present formal publications, communications, plans, deliverables, and other work products to Leadership.

• Represent the ANG GeoBase program at various meetings, working groups, technical sessions

• Provide support to help develop and sustain the GeoBase program.

• In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials.

• Promote the principles of GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.

• Actively participate in and provide lessons learned to the Technology, Data, Communication, and Training Sub-Committees.

• Support HQ ANG in promotion efforts for the GeoBase program by attending conferences, user groups, or other applicable functions

• Develop, test and maintain ANG Enterprise Architecture to allow for the storage and distribution of the GeoBase service

• Work directly with the Capabilities Architect to assist with providing solutions for visualization capabilities of garrison data for all levels of various agencies within and without ANG.

• Identify, contact, establish, and maintain good working relationships with key resources within external DoD agencies.

• Work with all members of the ANG GIO team to identify improvements and enhancements to business processes.

• Provide hands-on support when the need arises within the ANGRC CAT.

• When necessary, act as Task Manager for reachback tasks such as managing scope, schedule, budget, and subcommittee deliverables through the respective sub-committee or individually.

• Maintain and continually improve technical skills to a subject matter expert level.

• Act as technical support for architectural/system issues

• Manage and track the distribution of enterprise equipment.

• Document and manage the ANG’s investment in ArcGIS software/licenses.

• POC between ESRI and ANG for garrison ArcGIS software.


ANG Data Management

o Maintains knowledge of activities with regards to geospatial data standards within DoD and other Federal agencies.

o Gatekeeper to the ANG GIO’s geospatial data (incoming, outgoing, reviewing of data) .

o Integrates disparate and a wide variety of data into ANG’s spatial data standards, HAF compliancy, metadata.

o Provides support to the ANGRC and Crisis Action Team (CAT) for softcopy/hardcopy cartographic output, data calls, and data acquisitions.

o POC for ANG functional groups for accessing and integrating geospatial datasets

o Formulates and promotes ANG business processes related to geospatial data management and dissemination of geospatial datasets.

o CIP development

o Responsible for establishing a plan to develop initial CIPs for all ANG locations

o Develop a plan for sustainment of the CIP.

o Responsible for the coordination of CIP development plans with the Regional Managers

o Responsible for all CIP development issues including budgeting, contracting and progress tracking.

o Responsible for the development of practices and procedures to make certain that QA/QC methodologies are in place ensuring data standard compliancy and consistency of garrison geospatial data.

o Manage ArcGIS software suite to administer security patches, upgrades, licensing etc..

o Manage, maintain, and disseminate ANG’s investment in geospatial data.

o Develop SQL statements and storage procedures.

o Manage data replication / mirroring of distributed databases.

o Administer data backup and recovery (standards, procedures).

o Apply RDBMS software service patches/upgrades.

o Administer, build, and load geospatial data into SDE GeoDatabases.

o Ensure integrity of data storage for vector and raster features.

o Serve SDE spatial data to users of ArcGIS Desktops, ArcIMS, and geospatial applications.

o Establish and administer user rights /security /privileges to ANG GeoDatabase users.

GIO Liaison

o Responsible for the coordination of various collaborative efforts within the ANG CE directorate regarding garrison geospatial data creation/development.

o Operate as the primary liaison between the ANG GIO and all other ANG functionals with regards to geospatial data creation and development.

o Act as the primary representative of the ANG within the IM&V council Data Standards Working Group.


Basic Qualifications:



Degree in Geography, Planning, Natural Resources, Engineering or GIS related field

- Must have prior knowledge of ArcGIS software suite to perform data processing (conversions, projections, standards, metadata)

- Must have prior knowledge and experience administering SDE services

- Must have prior knowledge and experience developing and administering SQL statments

- Must have prior knowledge with RDBMS routine monitoring and administration tools

- Must have prior experience with installation/configuration of ArcSDE services on RDBMS

- Prior experience with Spatial Data Standards (SDSFIE) & Database Design (Data Modeling)

- Prior experience working with implementation of enterprise geospatial architectures and solutions.

- Experience with SDE GeoDatabase data management work flows (multi-user editing, versioning, checkout/check-in)

- Experience diagnosing and resolving SDE performance issues

- Experience diagnosing and resolving RDBMS performance problems





- Working knowledge of MS SQL Server

- Technical Problem Solving (experienced addressing a variety of hardware and software malfunctions).

- Knowledge of relational database theory and application. Understanding of particular business functional area/areas and appropriate GIS applications.

- Previous working experience with the USAF GeoBase program or other relevant DoD GIS programs.

- Familiar with the US military, preferably USAF.

- Familiar with other Federal agencies and their geospatial programs (DoD, FEMA, DHS, etc.).
