Regional GeoBase Manager Job Opening

Ther NER C&IS group is currently looking for a Regional GeoBase Manager for GeoBase Region II. A Region II GeoBase Manager is unique, due to proximity to the ANG GIO and Readiness Center. The ANG GIO is a main conduit for geospatial information, guidance and program level operations, and from this proximity, the Region II GeoBase Manager has the opportunity to take part in and contribute to ANG program-level operations.

 

Specific Duties for this position will include:

 

• Deliver tasks and work products that are in accordance with the ANG GeoBase Program vision, mission, objectives, and goals.

• Promote the benefits of the ANG GeoBase program.

• Responsible for completing owned tasks by the task due dates, track LOE, reporting progress on a weekly basis, and modifying due dates/milestone dates, as necessary.

• Provide QA/QC peer review, as needed.

• Develop and maintain effective working relationships with program stakeholders.

• Support ANG GeoBase briefings.

• Present formal publications, communications, plans, deliverables, and other work products to Leadership.

• Represent the ANG GeoBase program at various meetings, working groups, technical sessions

• Provide support to help develop and sustain the GeoBase program.

• In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials.

• Promote the principles of GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.

• Actively participate in and provide lessons learned to the Technology, Data, Communication, and Training Sub-Committees.

• Support HQ ANG in promotion efforts for the GeoBase program by attending conferences, user groups, or other applicable functions

• Identify, contact, establish, and maintain good working relationships with key resources at the ANG bases within the respective region.

• Provide guidance and coordinate all GeoBase activities at the bases within the respective ANG GeoBase region.

• Provide guidance and coordination to Garrison GeoBase Manager

• Represent the ANG GeoBase program at various meetings, working groups, technical sessions

• Act as technical support for GIS and GPS hardware and software

• In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials.

• Maintain and continually improve GPS and GIS skills to a subject matter expert level.

• Work with the HQ Expeditionary Manager to coordinate training for ANG Units.

• Develop and deliver GIS/GPS training curriculum to ANG units in order to meet training objectives.

• Provide lessons learned to the Training Sub-committee along with recommended changes, additions, or deletions to the training curriculum and supporting materials.

• Promote the principles of Garrison GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.

• Maintain and guide inventory of deployable GeoBase assets

• Coordinate/develop/deliver modular computer based training program to CIP Data Stewards

• Communicate new guidance and policy updates to regional CE units

• Provide education/consultation to Regional Functional Communities

• Promote and disseminate HAF/ANG GIO policies and procedures for the acquisition, development, and maintenance of geospatial data

• Acquire, process, and integrate various forms of geospatial data into GeoBase standards

• Coordinate and manage base-level GIS projects to ensure GeoBase compliancy

• Provide coordination for data sharing and visualization between ANG bases, State level NGB Joint Operations Commands and ANG CAT.

• Provide direct support to Garrison Manager and Capabilities Architect with regards to CIP and MDS data maintenance and distribution/visibility.

• Perform various data loading within RDBMS, SDE solutions.

• Create external databases as needed to facilitate data distribution/visibility and operate as data “gatekeeper” between the base and all other organizations/agencies.

• Operates as the lead for the QA/QC processes to ensure data standard compliancy and consistency across all bases within the region.

• Contribute to ANG GeoBase program-level operations and activities

• Assist in the development of the ANG Geospatial Enterprise Architecture

• Take part in the Crisis Action Team geospatial operations and support activities

• Provide insight to the ANG GIO on base-level initiatives and operations

• Support the development ANG geospatial data holdings and standards

 

Basic Qualifications:

YEARS OF EXPERIENCE: 4

DEGREE: BA/BS

Degree in Geography, Planning, Natural Resources, Engineering or GIS related field.

- Must have prior experience (4 years working experience) with one or more GIS packages.

- Must have prior experience working with one or more GPS packages.

- Must have prior experience working with implementation of enterprise geospatial solutions.

- Must have prior experience working with ArcIMS, Arc SDE, RDBMS.

- Must have prior experience working with geospatial data standards.

 

Preferred Qualifications:

YEARS OF EXPERIENCE: 6

- May be specialist in a technical area such as photogrammetry, or remote sensing/image processing.

- Knowledge of relational database theory and application.

- Understanding of particular business functional area/areas and appropriate GIS applications.

- Previous working experience with the USAF GeoBase program or other relevant DoD GIS programs.

- Familiar with the US military, preferably USAF.

- Previous training experience.

- Working knowledge of SDSFIE.
