Revised Rfk Parking Plan

The District Department of Transportation (DDOT) invites public comment on proposed revisions to the RFK Parking Policy for events around the stadium. These revisions reflect input received from the public, including Advisory Neighborhood Commissioners and other community leaders, and at the recent community meeting. The goal is an easy-to-understand, enforceable system that prevents the stadium area from being overwhelmed by non-resident parkers and encourages fans to use Metro.

DDOT invites public comment on the following proposals:

Eliminate the RFK Stadium Special Permit zone closest to the Stadium and apply the existing Resident Permit Parking (RPP) program to the previously regulated Capitol Hill and River Terrace neighborhoods. (The Capitol Hill boundaries are: Maryland Avenue and Benning Road, NE, the Anacostia River, Pennsylvania Avenue, SE, and 13th Street, SE/NE; for River Terrace: East Capitol Street, Kenilworth Avenue, Benning Road (all NE) and the Anacostia). The Department of Motor Vehicles will issue new RPP stickers, on a pro-rated cost basis, to residents that don’t have them in this area.

Mail one RPP Visitor Parking Permit to each household in the Capitol Hill and River Terrace communities (described above). Additional Visitor Parking Permits will be available from the Metropolitan Police Department.

Begin enhanced enforcement without a two-hour grace period in this RPP area at game time (8 pm to 9 pm for most evening games and 1 pm for daytime games) and continue for only two hours after the start of the game. DDOT will send a RFK event schedule to all residents in this area. Routine RPP enforcement will be applied when RFK Stadium events are not in progress.

Permit cars to park in the designated area without ticketing or towing if they have a valid RPP sticker for Wards 6 or 7 or a valid Visitor Parking Permit or a 2005 RFK Special Event Parking Permit.
