CH2M HILL's Herndon, Virginia office is currently looking for a Senior Contracts Manager to join their team. In this role you will have the opportunity to provide procurement support on our Environmental contracts. Tasks will include assisting requesters in developing sourcing strategies and RFP's; selecting vendors; negotiating with vendors; issuing and administering appropriate master agreements and purchase orders; expediting and following up on purchases; resolving non-performance problems; maintaining complete and accurate purchase order files; and processing supplier invoices for payment. Develops and maintains a database of qualified national agreements. Educates employees on benefits of using vendors and training in use of vendor services. Maintains and ensures compliance with procurement policies and procedures. Assists in developing weighted guidelines, contract cost/price analysis, and assists supplier selection committee. Performs post award subcontracting activities to ensure compliance with contract terms and applicable regulations in a cost-effective, timely, and responsive manner. Provides support in the development of status reports. Enters PO's in Oracle Purchasing system.

 

Interested candidates must have at least 7 years of working experience and a Bachelors of Science degree in a related field, a Business Administration degree with a specialization in Finance or Accounting is highly desirable. Candidates who are currently enrolled in or have a Masters in Business Administration, Engineering Management, or JD are encouraged to apply. The selected candidate will have a strong knowledge base in procurement (federal preferred) regulations, effective negotiating skills, and experience in proposal preparations. Additional requirements include having the ability to manage staff and mentor junior and mid-level staff while executing multiple assignments.

 

Additional requirements for this position are:

 

As the prime contract administrator knowledge and experience preferably with large Federal programs is required. Experience with DoD contracts is highly desirable.

 

Experience working directly with Federal clients (Contracting Officer and Contracting Officers Technical Representative) and internal clients including Program Manager, Deputy Program Manager, Project Manager, Contracts team, and Accounting team.

 

Experience managing Contracts team including subcontract administrators and procurement technicians to ensure timely procurement of program services and materials while maintaining compliance with company procurement policies and procedures and program procurement requirements.

 

Must have the ability to identify and resolve complex contractual issues including international and domestic tax liability questions, international and domestic subcontracting issues including termination, scope changes, etc., intellectual property issues, team relocation issues, etc.

 

Requires ability to apply company policies and procedures to large federal program with unique and specific client requirements.

 

Experience working with cost plus Federal contracts including administration of Award Fee semi-annual process; task order close out procedures; 75% spent notification to client; monthly reporting of contractual Program Management activities; annual negotiation and management of Contracts group funding and budget; administration of team subcontractors on program; coordination of concurrence letters to client from team subcontractors and CH2M HILL; and other contractual duties as assigned.

 

Requires knowledge of pricing of Federal contracts/proposals including FPRAs, Labor Tool Kits, ICWEAs, etc.

 

Experience with Excel. Building and customizing pricing templates that include formulas, macros, links, rate blends, etc. Knowledge of Access and Project Pricer a plus.

 

Requires management experience. Familiarity with mid year and end of year performance evaluations, providing supervisory oversight of junior to mid level employees, ability to handle issues and problems that may arise, and working with off-site regional manager to resolve issues.

 

Requires ability to work with confidential rate information.

 

Ability to speak and understand Spanish is a plus but not required.
