Regional Operations Manager

As the Regional Operations Manager for our Northeast Transportation group you will have the opportunity to provide primary leadership and management of Geographic Operations Managers (GOMs), Market Segment Operations Managers (MSOMs), and other Northeast Transportation (NET) regional Operations Team members, i.e.Contract Admin, Accounting, HSE&Q and Project Delivery.

Leverage resources across staffing, project delivery, technology, business development, EDG and other business groups to achieve the financial metrics set forth by regional management, monitor and improve client service, and enhance market position.

The position is responsible for developing and implementing the NET Regional Business Group (RBG) Annual Business Plan (ABP), and works with the Regional Business Group Manager (RBGM), the NET Functional Leadership Team, TBG Global Operations and Project Delivery leadership, and other regional Business Group representatives to ensure the region’s overall business plan is attained.



• Balance and bridge the staffing and project delivery functions. Partner with the Staff Planning Manager (SPM), GOMs, MSOMs, OLs, KAs, Project Accountants, and others to maintain smooth day to day operations, staffing levels and project delivery objectives. Work with SPM to support hiring of appropriate staff to meet project delivery needs to deliver the business plan.

• Consult with the SPM, Operations Team, Regional Technology Manager (RTM), and RBGM to assign the appropriate staff to projects and accelerate projects to achieve optimum performance.

• Review, analyze and provide guidance to NET Functional Leadership Team regarding business unit metrics. Work with RBGM and FLT to develop annual business plan and determine business plan metrics, and report on monthly business unit performance. Provide analysis of variances and make appropriate adjustments to meet and/or exceed the business unit financial goals.

• Develops, leads strategies and monitors implementation of the annual business plan. Advises Operations Team and Functional Leadership Team on business unit performance and tactical actions to improve financial outcomes throughout the year.

• Provide regional liaison with EDG, and other businesses regarding delivery of projects. Represent regional BG needs across all functions to other business groups.

• Lead risk management activities for the BG including the resolution of claims against the BG in the region. Interface with Legal and outside counsel to resolve issues.

• Assume accountability for establishing and enhancing the HSE&Q culture within the regional BG.

• Monitor client service on projects, coordinating with BD representatives (BDPM, CSMs) to balance performance with service.

• Install, maintain and optimize usage of firm wide processes, including Project Delivery System, Quality Management Plan, project controls and Career Development Framework for PMs.

• Monitor portfolio-wide performance (revenue burn, margin performance, project investment, quality) via Operations Team, including use of management reviews as needed.

• Maintain a regular dialogue with all members of the Operations Team to discuss short- and long-term issues, strategies and metrics.

• The total level of effort is dependent upon number of staff, projects and business volume. Expected range is from 60 – 80% of time.


Basic Qualifications:

Bachelor’s Degree and 10 Years of Consulting Experience


Preferred Qualifications: B.S. or M.S. in applicable field. A minimum of 10 years relevant experience. Typical experience ranges from 15-30 years. Typically requires prior salary grade 9 position. Certification as a Project Management Professional (PMP) by the Project Management Institute or as a Certified Construction Manager (CCM) by the Construction Management Association of America (or approved equivalents) is expected at this level and required for advancement to a higher project management salary level.
