This employment opportunity is open to all candidates. No prior Federal service is required. Status candidates will be considered under the Agency's Merit Promotion procedures, unless they also request consideration under the Office of Personnel Management's (OPM) Competitive Procedures and submit two applications.

INTERAGENCY CAREER TRANSITION ASSISTANCE PROGRAM (ICTAP): Federal Career and Career-Conditional Displaced employees in the local commuting area who are rated "well qualified" will receive special selection priority. QUALIFICATION REQUIREMENTS: Applicants must meet the minimum qualification requirements as contained in the OPM's Qualification Operating Manual. These are available on line at www.opm.gov. The manual states that one year of specialized experience equivalent to the next lower grade in the Federal service is required. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of that position.

 

Applicants meeting the basic qualification requirements and any selective placement factor stated in this Employment Opportunity will be rated and ranked on the following Knowledge, Skills, & Abilities (KSA`s). Applicants must submit a separate written statement addressing any selective placement factor and each KSA. SELECTIVE PLACEMENT FACTOR: Incumbent is responsible for managing preparedness activities around chemical stockpile sites, provides support to States and local emergency management agencies in developing response plans and attaining readiness to respond to a chemical event. Participates in the assessment of the needs for off-site emergency preparedness and response capabilities for Federal, State and local governments at eight sites where chemical warfare materials are stored and will be disposed. Conducts ongoing analyses of program and staff proposals to assure implementation of policy and to recommend alternatives or modifications to existing policy as necessary. Recommends allocation of funds as necessary, to address program priorities. Travels periodically to the States, local jurisdictions, and regional offices to participate in management reviews and evaluation of the effectiveness of the program. Reviews Federal, State and local emergency response plans to determine level of adequacy. Identifies actual or potential problem areas and recommends improvements or corrections where required. Assists in the development and conduct of readiness exercises. Reviews exercise evaluations and prepares reports on recommendations as appropriate. Develops and presents written and oral briefings and presentations on a variety of subjects related to Chemical Stockpile Emergency Preparedness Program (CSEPP). Attends meeting, conferences and other forums, and confers with officials from Department of the Army, FEMA regional offices, State and local governments, other Federal agencies, and private and professional groups. Initiates and maintains liaison with outside organizations in order to coordinate program concerns, and disseminate program information as related to the CSEPP. Writes replies to a variety of correspondence and inquiries, often involving complex and sensitive subjects, submitted by Members of Congress, the Office of Management and Budget, and members of the general public.

 

KNOWLEDGE, SKILLS, & ABILITIES (KSAs):

 

1. Knowledge of, and experience with Chemical Stockpile Emergency Preparedness Program (CSEPP).

 

2. Knowledge of rules, regulations, directives, policies and standards as they are applicable to Emergency Management and Planning..

 

3. Knowledge of exercise development and evaluation techniques.

 

4. Knowledge of the DHS and DOD Programming, Planning and Budgeting System.

 

5. Ability to communicate effectively both orally and in writing.

 

6. Ability to use computer software.

 

 

BASIS OF RATING: Applicants meeting basic eligibility requirements will be rated and ranked on the knowledge, skills and abilities, and other characteristics (KSA's) required to perform the duties of the position. Include in the write-ups such things as experience in and out of Federal service that gave you the specific knowledge, skill or ability; objectives of your work; and evidence of your success (such as accomplishments, awards received, etc.).

 

 

 

CONDITIONS OF EMPLOYMENT AT FEMA

 

 

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.

 

REGISTRATION FOR SELECTIVE SERVICE: The Defense Authorization Act of 1986 requires that all male applicants born after 12-31-59, who are required to register under the Military Selective Service Act, be registered or they are not eligible for appointment within this Agency.

 

CITIZENSHIP: Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs. Agencies are permitted to hire non-citizens only in very limited circumstances where there are no qualified citizens available for the position.

 

DIRECT DEPOSIT: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for salary payment is a condition of employment at FEMA. Selectee will be required to participate in DD/EFT.

 

 

 

SECURITY CLEARANCE REQUIREMENTS

 

 

PUBLIC TRUST: This is a Public Trust position that requires a background investigation. Appointment to the position is subject to the applicant or appointee successfully completing essential security investigation forms, the applicant or appointee cooperating with the investigator, the completion of the investigation, and the favorable adjudication of the investigation. Failure to satisfactorily complete any aspect of this process is grounds for immediate termination. Applicants for this position may be required to submit to a urinalysis for illegal drug use prior to appointment.
