You and your sweetie can enjoy this Incredible rooftop view of Washington this Valentine's Day by just visiting the observation deck of the 315-foot granite Clock Tower located in the Old Post Office Pavilion. See the city's second highest point with 360 degrees of breathtaking spledure to take in.

The Clock Tower also houses the Congressional Bells, a bicentennial gift from Great Britain to the U.S. Congress. Modeled after the bells of Westminster Abbey, they were cast at the famed Whitechapel Bell Foundry in London. The Washington Ringing Society sounds them on special occasions as well as Thursday evenings. The National Park Service offers free daily tours of the Clock Tower. Read More

I just called. They said they will be open usuall business hours on Thursday the 14th of February.

They are NOT open at night! The hours are 8:30am to 4:45pm. You might need to pop the question before diner.
