93 accord will not start

i have a 93 accord that i converted to a stick but it wont start when i step on the clutch. can anyone tell me what the problem is

It should start without the clutch depressed when the car in neutral. Does it start that way? does the engine crank, or is it held in place by the clutch, and therefore not spinning? Also will it push start? You know: by turning the key to the on position, pushing the car down a hill fast enough that when in gear, the car should start when you release the clutch pedal.
